This evening we met with our program mentors. I asked Barbara White, the program director, about the white pony on the hill on the train to Bath. She explained it was actually a carving into the rock and locals kept the grass away to keep the pony visible to passerby. There are other white horses, but the one I saw was likely the one at Westbury. I've included a link with more information and pictures.
